but not the Velociraptor pen.
Assumedly, that turned off when they restarted the System from their computer grid; to revert to initial startup mode, the reboot tripped ALL remaining circuit breakers, including the Velociraptor area (which they didn't anticipate, the horror!).
If the Velociraptors were asleep at the time, and assuming there is no shut down emergency alarm on the pen, they would not have noticed the power indicator lights on their pen shut off.
-Did the V's only break out later towards the morning when they noticed the lights and woke up?
-Were they STILL systematically testing the fences each day?

But, if I had to guess, I'd say they were constantly testing the fence for weaknesses, as was mentioned in the film.
Whether they kept testing the fences over again after finding no weaknesses the first time is possible.

The raptors were probably already on guard from the night before. The power going off throughout the park so suddenly would have sounded like a bomb going off in the distance, and given their heightened sense of hearing and smell, they probably knew chaos was breaking loose. They would have heard when the electricity was cut from their pen, and more than likely that is when the Big One would have had the other two test the fence, and finding it was no longer dangerous, they'd go about their merry way.
