After short investigation, I've found that the Visitor center is not in the restricted sector, But Well away from the Gyrosphere as to avoid visitors viewing it. (it's just off a ridge on the Left side of the island. It's much smaller then on the maps. As most of the Maps are Telltales Alternate Universe maps, and not the Cannon JP maps.
It does make an appearance, As Dusty Alaska said. It is QUITE a ways away from the T-rex kingdom. They rigged up an entire set (Saw it in an interview, Very impressive) for it aswell, So it definatley gets some good screen time.
