We will be starting off with the small dinosaurs.
For the sake of remaining cannon to Jurassic Park, the Dilophosaurus will still have a frill and will spit venom. However, the 6 foot tall Velociraptors will be replaced by Deinonychus, but there will still be small Velociraptors. The battles will take place on Isla Nublar and Isla Sorna.
Now lets get the facts straight. (Well except for the Dilopho's venom)
Dilophosausus

Length: 20 feet
Weight: 1,500 lbs
Weapons: Spits venom, intimidating frill, claws
Speed: 25 mph
Diet: Primarily a scavenger, eats smaller dinosaurs
Description: A wily scavenging dinosaur, this strange little dinosaur used its speed combined with spittable venom to subdue small prey. It had long teeth with small roots, suggesting a diet of deceased dinosaurs. It's strange almost crocodilian skull would have a small bite force, not built for killing.
Herrerasaurus

Height: 4.5-5 feet
Length: 20 feet
Weight: 1,000 lbs
Weapons: Bite, speed, claws
Speed: 28 mph
Diet: Early dinosaurs and other smaller animals
Description: One of the earliest known dinosaurs, this theropod would give rise to some of our favorite dinosaurs later on, like Allosaurus. Sleek and lightly built for speed, this early dinosaur would have chased down other smaller animals and caught them with its relatively powerful jaws.
Fight!
It's dawn on the shores of a steam on Isla Nublar, where a male Herrerasaurus chases a Plateosaurus. Finally, after a few minutes of running through the forest after the prosauropod, he subdues it with a bite to the neck. Watching from the brush on the opposite side of the water is an equally hungry Dilophosaurus. Stray from his pack, he hasn't eaten anything but old, rotting remains for days. Stepping out of the bushes into the shallow water, he hisses at the Herrerasaurus. The eating dinosaur looks up, not happy that his meal was interrupted. Letting a low growl out, he warns the Dilophosaurus to wait his turn. In response, the Dilophosaurus raises his frill and hisses more loudly than before. At first surprised, the Herrerasaurus now is angry at being challenged. Snarling at the Dilophosaurus, he challenged it to step forward. In the blink of an eye, he spits a stream of venom into the face of the Herrerasaurus. Partially blinded, he shakes his head. Taking advantage, the Dilophosaurus leaps over the carcass and sinks his claws into the Herrerasaurus' body, biting its shoulder. The Herrerasaurus turns and rams the Dilophosaurus to the ground, easily surviving the weak bite. The Dilophosaurus gets to its feet while the Herrerasaurus shakes its head in agony while the venom completely blinds one eye drips into the other. Capotolizing by charging at the Herrerasaurus, the slightly heavier Dilophosaurus slams his hip into Herrera, knocking it over. Digging its claws into the Herrerasaurus' neck, the Dilophosaurus bites into the blinded lizards' throat, causing it to bleed out. Roaring in victory, Dilopho chows down on his first fresh meal in days. He hears a familiar call a short distance away. It is his pack. He excitedly calls back, letting them know there is fresh food.
WINNER: Dilophosaurus
While Herrerasaurus had a stronger bite, Dilophosaurus had superior intelligence, a slight size advantage, and the venom spitting. While the venom was fictional, this series will be taking place in the Jurassic Park universe. Even without the venom, Dilophosaurus would likely reign supreme due to its slightly more advanced brain and greater size.
